Makwetu was born in Cape Town, South Africa on 7 January Matriculated in from St Johns College in Mthatha. In , he graduated with a degree in Social Sciences from the University of Cape Town.

After receiving a BCompt Honours degree from the University of Natal in , he qualified as a chartered accountant.[1]
